UGP
THE CHALLENGE
The ÖSB Consulting GMBH, which is part of the AMS (Public Employment Service Austria), runs the ‘Unternehmens Gründungs Platform’ also known as the UGP. The Platform allows people who are registered as unemployed by the AMS to apply to this small business program allowing the applicant to start their own business.
ÖSB approached us to help them to rebuild their nationwide platform from the ground up as it was outdated, lacked in speed, adaptability, and security.
THE SOLUTION
We approached this challenge by implementing measurement tools analysing the existing systems capacity and limits.
One of these measurement tools, besides analysing data usage, system volatility and capacity was the so called “one day in your shoe”. In this case we deployed two of our lead programmers to shadow the users on location for two days. By doing so we could identify workarounds users invented to “cheat” the existing system in place, so they get the information they need. Furthermore, we identified various additional features needed to improve the workflow overall. As a result, most of the original technical brief was rewritten.
By doing so it allowed us to build a system, that is now largely reduced in its complexity, much more user friendly, intuitive, and secure to use. Furthermore, the new workflow is now adapted to the actual users’ needs, which resulted in a work performance increase of up to 15%.

The following tools and mechanism were used for this project.
SCRUM
Scrum is an agile process framework for managing complex knowledge work, with an initial emphasis on software development, although it has been used in other fields and is slowly starting to be explored for other complex work, research and advanced technologies. It is designed for teams of ten or fewer members, who break their work into goals that can be completed within timeboxed iterations, called sprints, no longer than one month and most commonly two weeks, then track progress and re-plan in 15-minute time-boxed daily meetings, called daily scrums.

ONE DAY IN YOUR SHOES
We used a shadowing tool to analyse and reidentify the needs and the task at hand. In this case we deployed two of our lead programmers that followed various users, int their office setting, of the existing platform over a time period of a day. This allowed us to experience the actual workflow and needs the new software solution had to cover.
